One less barrier for you.
Through our partnership with the WSU College of Veterinary Medicine Junior Surgery Program, eligible female dogs can be spayed free of charge. Together, we help low-income pet owners access care and prevent unwanted litters.
Applications accepted throughout the WSU school year.
For eligible female dogs
Our volunteers handle transport from Lewiston to Pullman
A week of supervised care
Care that goes further.
Participating dogs receive veterinary care while students learn under the direct supervision of licensed veterinarians and instructors. Students are involved from intake through discharge.

Who can participate?
This program serves low-income pet owners in or near the LC Valley who can bring their dog to Lewiston for the health certificate exam, Monday drop-off, and Friday pick-up.
Do not contact WSU directly to enroll. Our team coordinates applications, exams, and transportation for dogs participating through our program.
Female dogs must be:
- At least 6 months old.
- Not reactive to people or other dogs.
- Free of known medical issues that could complicate anesthesia.
- Free of recent exposure to contagious illnesses such as kennel cough or parvo.
- Not a brachycephalic breed, including Pugs, French Bulldogs, English Bulldogs, Boston Terriers, or Boxers.
Acceptance follows the required veterinary exam and behavioral assessment.

Your dog meets a WSU veterinarian here in Lewiston for a 15–20 minute health certificate exam. The team checks her vitals and weight, completes blood work, and updates vaccinations as needed.
We also get to know her and assess whether she is a good behavioral fit for the program. After you submit the paperwork, IARN will send you the appointment day, time, and location.

Apply through IARN
Complete the application and email the forms to our team. Bring the original signed form to your health certificate appointment.
Meet the WSU veterinarian
Attend a 15–20 minute health certificate exam in Lewiston. Vitals, blood work, weight, and vaccines are reviewed, and we assess your dog’s behavioral fit.
Monday drop-off
Bring your dog to the scheduled Lewiston drop-off. Our volunteers transport her to WSU, where she stays for the week.
Friday homecoming
Pick up your dog in Lewiston when she returns. Students have supported her care from intake through discharge.
After your paperwork is submitted, our team will provide the day, time, and location for the health certificate exam.
